Request for qualification issued for 3700MW Saudi solar projects

Riyadh, Saudi Arabia — The Saudi Power Procurement Company (SPPC) has released request for qualification (RFQ) for the fifth round of solar projects under the National Renewable Energy Program (NREP) which is led and supervised by the Ministry of Energy.

The combined capacity of Round 5 projects is approximately 3700 MW. These include the 2000 MW Al Sadawi IPP to be located in the Eastern province; the 1000 MW Al Masa’a IPP to be located in the Hail province; the 400 MW Al Henakiyah 2 IPP to be located in Madinah and the 300 MW Rabigh 2 IPP to be located in the Makkah.

These projects are part of NREP, which aims to achieve the optimal energy mix, displacing liquid fuels in the Kingdom’s power sector and supply 50 percent of its electricity from renewable energy by 2030.

SPPC is responsible for the predevelopment, tendering, and subsequently offtaking the Energy from the projects. To date, SPPC has awarded over 12.6 GW of renewable energy capacity under NREP.

On Nov 7, SPPC has announced the signing of Power Purchase Agreement (PPA) for the Al Henakiyah Solar PV project, which boasts 1100 MW, with a consortium comprising Abu Dhabi Future Energy Company (Masdar) as the Managing Member, EDF Renouvelables as the Technical Member, and Nesma Company Ltd as the Consortium Member.

This project is expected to supply power to approximately 190,000 residential units annually and is set to offer a highly competitive Levelized Cost of Electricity (LCOE) of 1.68420 USDc/kWh (6.31575 halalas/kWh).

The PPA for the second project, the Tabarjal Solar PV project, with 400 MW, was signed with a consortium led by Jinko Power (HK) Company Limited, which also serves as the Managing Member and Technical Member. Sun Glare Holding Co. and Sunlight Energy Holding Co. join as Consortium Members. This project is expected to supply power to approximately 75,000 residential units annually and is equally competitive, with an LCOE of 1.70795 USDc/kWh (6.40482 halalas/kWh).
