New UAE decree boosts safety of construction workers

The highest number of work permits were issued in the construction sector.
  • Establishments with 50 or more workers, where the individual wage is less than AED1,500 per month, need to provide labor accommodation
  • Construction and industrial workers are not permitted to work outdoors or under the sun from 12:30 pm to 3 pm from June 15 to September 15

The UAE Ministry of Human Resources and Emiratization has issued a new decree that is apparently aimed at enhancing worker safety in construction sites and provide accommodation.

As per the decree, establishments with 50 or more workers, where the wage of each worker is less than AED1,500 (around $408) per month, need to provide labor accommodation.

Also, construction and industrial workers would not be permitted to work outdoors or in places under the sun from 12:30 pm to 3 pm starting from June 15 to September 15.

The decree reportedly aims to detail the responsibilities of both employees and employers in efforts to ensure work stability and increase productivity in the workplace.

Industrial establishments and companies with 100 or more employees are expected to hire a health and safety officer to ensure laborers are protected from various risks in the workplace.

The officer will also be reportedly tasked with ensuring safety procedures are being met in construction sites.

Workers are also expected to be provided with safety gear and suitable clothing to protect them from any injuries on site.

First-aid kits and fire extinguishers would need to be placed in construction premises, along with a specialist on site to deliver first aid.

The decree also said employers must take all necessary measures to ensure the safety and protection of employees against injuries, diseases or any hazards in the workplace.

The hazards apparently include sharp objects, explosive or inflammable materials, electric circuits, and compressed gases.

Workers are now obliged by law to use protective gear and follow instructions at all times after being properly briefed by the employer.

The new labor law is also said to grants employers the right to impose penalties for each worker who violates safety measures at work.

The ministry is reportedly coordinating with the relevant authorities to ensure that insurance is being provided for workers.
