Russian ambassador summoned by Israeli over Hamas visit to Moscow

  • The visit by the Hamas representatives to Moscow was followed by meetings with senior Iranian envoys
  • Russia's previous submission of a UNSC resolution condemning violence against civilians did not mention Hamas

Moscow, Russia – Israeli authorities have summoned the Russian Ambassador to Israel, Anatoly Viktotov, in response to a recent visit by a Hamas delegation to Moscow, Israeli media reported. The Israeli Foreign Ministry expressed concern over Russia’s failure to issue a clear and unequivocal condemnation of Hamas, and raised questions about Russia’s actions in international organizations.

The visit by the Hamas representatives to Moscow was followed by meetings with senior Iranian envoys, highlighting Moscow’s efforts to expand its influence as a mediator in the ongoing Israel-Hamas conflict. Iran’s Deputy Foreign Minister, Ali Bagheri Kani, emphasized the importance of a ceasefire, lifting the blockade on the Gaza Strip, and providing humanitarian aid during the meetings with Hamas.

Despite Russia’s assertion of impartiality, its previous submission of a United Nations Security Council resolution condemning violence against civilians did not mention Hamas and was rejected by the council. The Israeli Foreign Ministry criticized Russia’s decision to host Hamas representatives, labeling it an “act of support for terrorism” and calling for the delegation’s expulsion from Russia.

Hamas representative Moussa Abu Marzouk defended Russia’s invitation as a message to the world, characterizing Hamas as a liberation movement fighting for justice rather than a terrorist organization. Moscow’s outreach to Hamas is seen as an attempt to maintain influence in the region and position itself as a diplomatic partner in the Israel-Hamas conflict.

The visit comes at a time when Russia has been expanding trade and security ties with Israel, even though its invasion of Ukraine strained relations. Russia has also deepened its ties with Iran, receiving drone technology and weapons in exchange for support in various areas.

During the recent meetings, discussions focused on ceasing hostilities in Gaza and providing humanitarian assistance to the Palestinians, highlighting Russia’s growing role in the Middle East conflict.
